Registers a CA public key for a RID.

RID (5 bytes) followed by the key data: index (1 byte), hash indicator (1 byte), algorithm indicator (1 byte), modulus length (2 bytes, big-endian), modulus, exponent length (1 byte), exponent, hash (20 bytes).
