No Op Xsec Callback
No-op IXsecCallback implementation, used by flavors with no security callback wired up at all. Every method logs a warning and returns a harmless dummy value instead of relying on IXsecCallback's own (silent) defaults, so a call reaching here is still visible in the logs.
